His Excellency the President of the Republic, Taur Matan Ruak, submitted today the National Parliament Decree no. 37/III, approving the fourth Amendment to Law no. 6/2006 of 28 December (Parliamentary Election Law), to the Court of Appeal for a preventive review of its constitutionality. The regulations that foresee the possibility of members of parliament losing their parliamentary mandate upon violating party discipline, the transfer of election law regulatory powers from the CNE to the Government, and the creation of a crime of “misuse of abbreviation or symbol” for the period of the electoral campaign are provisions that have raised constitutional concerns. The President of the Republic relies on the Court of Appeal to address any concerns raised by such an important legislative intervention.
