PRESIDENT OF THE REPUBLIC PROMULGATES FIRST AMENDMENT TO DECREE-LAW THAT CREATES A REMUNERATION SUPPLEMENT

On 28 August, President Francisco Guterres Lú Olo promulgated the first amendment to Decree Law no. 17/2020 of 30 April, which creates a remuneration supplement for officials, agents, and public administration workers who carry out their professional activity in COVID-19 prevention or control services during the state of emergency.

This decree-law and its amendment concern the period of state of emergency, declared and renewed by decrees of the President of the Republic no. 29/2020 of 27 March, no. 32/2020 of 27 April, and no. 35/2020, of 27 May.

The decree-law of 30 April covers workers who carry out their professional activity in COVID-19 prevention or control services, but includes no mention of the professionals who work in the Integrated Crisis Management Centre situation room, established by ministerial decree no. 14/2020, of 31 March, under the terms of article 29 of Law no. 2/2010, of 21 April (National Security Law), which created the Integrated Crisis Management Centre.

The Integrated Crisis Management Centre is responsible for coordinating the national response to the COVID-19 pandemic, namely the organisation of isolation centres and the transportation of citizens subject to mandatory isolation or under suspicion of infection, functioning as a situation room.

Following the first amendment to the decree-law, it now includes the National Intelligence Service workers involved in COVID-19 prevention and control operations, as well as the local management teams that were in the front line in the implementation of prevention and control measures in the municipalities and in the Special Administrative Region of Oe-Cusse Ambeno.

Also eligible for the remuneration supplement are: medical personnel working at isolation, prophylaxis, or treatment centres or facilities where healthcare is provided to infected patients; nursing personnel working at border checkpoints and isolation centres; auxiliary health personnel working at border checkpoints and isolation centres; medical lab technicians; public health technicians working at border checkpoints; radiology technicians involved in COVID-19 diagnostic testing; armed forces and police personnel involved in COVID-19 prevention and control operations; Authority for Inspection and Supervision of Economic, Health and Food Activities, National Directorate of Quarantine and Biosecurity, Migration Services, and Customs Authority personnel working in ports, airports, and border checkpoints; civil defence personnel, including firefighters; National Directorate of Public Building Security and Protection personnel whose activities involve risk of infection; personnel from municipal authorities or administration services responsible for the collection, transport, and disposal of urban waste; and personnel from municipal authorities or administration services responsible for public order and management of markets.

The Office of the President of the Republic received the decree-law from the Government on 25 August 2020.
