MESSAGE BY PRESIDENT J. RAMOS-HORTA ON WORLD OCEAN DAY

Today, on World Ocean Day 2026, we look out upon the same blue water that has connected us to the world, sustained our ancestors, and nourished our dreams of independence.

The global action theme this year is clear and urgent: Strong Marine Protected Areas for Our Blue Planet. Science has spoken. Without robust, well-managed, and equitably governed marine protected areas, we cannot restore fish stocks, defend coastal communities from climate collapse, or preserve the extraordinary biodiversity of our Coral Triangle—the Amazon of the Seas, lying right at our doorstep.

But we in Timor-Leste know that protection cannot be imposed by decree alone. It must live in the heart of our communities. That is why our national theme for 2026 is deeply rooted in our own wisdom:

“Proteje Tasi liu husi Tara Bandu ba Futuru ne’ebé Sustentável.”
Protect the Ocean through Tara Bandu for a Sustainable Future.

Tara Bandu is not merely a prohibition. It is a sacred social contract—a promise between the living, our ancestors, and the generations not yet born. It is customary law that says: “Here, we do not take more than we need. Here, we do not destroy what gives us life.”

Today, we celebrate the beauty and richness of our seas, reaffirming our collective commitment to their protection and sustainability.

Some say a small nation cannot protect a great ocean. I say: a small nation with a great heart and an ancient sense of harmony can lead by example. Our ancestors did not need written laws to know that the sea must rest. We must recover that wisdom—not as a memory, but as a daily practice. Let us renew our Tara Bandu for our ocean. Let us declare that our traditional Tara Bandu zones on reefs and mangroves will be respected and expanded.

The Government of Timor-Leste has been strengthening its strategic vision through the Blue Economy Policy and Action Plan, which promotes sustainable, inclusive, and intergenerational ocean governance. This effort encompasses the protection of the marine environment, sustainable economic diversification, the empowerment of coastal communities, and the strengthening of innovation, regional cooperation, and international partnership.

On this World Ocean Day, I ask every Timorese to deepen our relationship with the sea that unites and sustains us. May this day strengthen our national awareness of the ocean’s vital importance. With Tara Bandu, let us protect our ocean. Let us protect our blue planet and secure a sustainable future for all.
