Highlights from the Social Communication Service Unit Presidency of the Republic, President J. Ramos-Horta

December 2025 served as a profound bridge between a year of historic reflection and a future of renewed promise. It was a month where the festive spirit of “Natal ho Povu” (Christmas with the People) intertwined with the solemnity of the 50th anniversary of the 1975 invasion, reminding the nation that unity is the foundation of sovereignty. From celebrating the 76th birthday of President J. Ramos-Horta to achieving historic athletic gold on the world stage, the Presidency remained a center of gravity for national pride and social compassion. As the year closed, the President and the IX Constitutional Government solidified strategic plans for 2026 – defining defense priorities, opening the first-ever formal Judicial Year, and assuming the temporary presidency of the CPLP. The Social Communication Service Unit Team of the Presidency is honored to share the highlights of a month that celebrated our people, our pash, and our path toward 2026.

The Spirit of the Season: “Natal ho Povu” & Community Solidarity
The Presidency transformed the holiday season into a nationwide campaign of compassion, ensuring that the joys of Christmas reached the most remote and vulnerable corners of Timor-Leste.

Natal ho Povu Main Event (Dec 22): In a vibrant celebration at the Nicolau Lobato Presidential Palace, the President and Prime Minister Xanana Gusmão hosted a family festival featuring cultural performances, a documentary on rural outreach, and the distribution of gifts to over 5,000 citizens, including children, widows, and people with special needs.
National Christmas Nativity Competition: Promoting cultural creativity and faith, the Palace hosted an exhibition of 90 nativity scenes. The President announced the winners, with “Fitun Naroman” (Adult Category) and “Suca Lau” (Kids Category) taking top honors for their use of traditional and recycled materials.
Outreach to the Margins: High-level delegations delivered “Natal ho Povu” hampers to those unable to attend the Palace. This included visits to patients at HNGV (Dili), the Klibur Domin and ISMAIK rehabilitation centers in Tibar, and the Gleno and Suai prisons, ensuring recluses felt the nation’s embrace.
Mali-ubu Outreach (Bobonaro): The Presidency reached the remote border village of Mali-ubu, a strategic hub connecting three municipalities, providing essential food baskets and pledging to advocate for improved roads and electricity for the region.

Honoring Heritage: National Heroes Day and the 50th Anniversary of the Invasion
December was a time of deep historical reflection as the nation marked 50 years since the 1975 invasion with a focus on unity and reconciliation.

National Heroes Day (Dec 31): President Ramos-Horta led a solemn march from the Palace to the Nicolau Lobato Roundabout. In a moving address, he honored founders like Nicolau Lobato and Francisco Xavier do Amaral, declaring that freedom was a hard-won conquest that must now be protected through the fight against poverty and illiteracy.
Vatuboro/Loes Reflections (Dec 6-7): Marking the golden jubilee of the invasion, the President hosted a seminar in Loes titled “National Unity Ensures the Sustainability of the State and the Nation.” The event gathered veterans from the Northern Frontier resistance to ensure their history is passed to the next generation.
Repatriation of Bishops: In a historic meeting with Cardinal Virgílio do Carmo da Silva and the Episcopal Conference (CET), the President defined a plan for 2026 to repatriate the remains of Monsignor Martinho da Costa Lopes and Bishops Dom Jaime Garcia Goulart and Dom José Joaquim Ribeiro from Portugal.

Global Diplomacy and Regional Integration
The Presidency continued to strengthen Timor-Leste’s international standing, balancing local gratitude with regional responsibility.

Order of Timor-Leste for Japan: President Ramos-Horta bestowed the nation’s highest honor, the Collar of the Order of Timor-Leste, upon Japanese Ambassador KIMURA Tetsuya, recognizing his exceptional service in elevating the bilateral relationship to a “Comprehensive Partnership.”
CPLP Temporary Presidency: Following a meeting with the Minister of Foreign Affairs regarding the crisis in Guinea-Bissau, the President agreed for Timor-Leste to assume the temporary presidency of the CPLP, confirming his readiness to lead the Lusophone community through this critical period.
ASEAN and Border Diplomacy: The President received the Indonesian Ambassador to ASEAN and the Ambassador to Timor-Leste, discussing strategic integration and the progress of border negotiations in Yogyakarta, slated for conclusion in 2024.
Strengthening Ties with Portugal: A high-level delegation from the Portuguese Assembly of the Republic met with the President to reaffirm support for Timor-Leste’s ASEAN accession and bilateral cooperation in justice and education.

Human Rights, Justice, and Peace
In the month of International Human Rights Day, the Presidency celebrated the individuals and institutions that serve as the nation’s moral compass.

18th Sérgio Vieira de Mello Human Rights Award: The President presented awards to six distinguished recipients, including Isabel Galhos and the Assosiasaun Esperansa Feto Difisiénsia, honoring their tireless defense of civil, economic, and social rights.
Opening of the Judicial Year 2025: For the first time since the restoration of independence, the President formally opened the Judicial Year, calling for the “urgent necessity” of installing the Supreme Court of Justice to consolidate the Democratic Rule of Law.
Maria Gorrete Joaquim Award: The Presidency reaffirmed its commitment to a free press at the 5th edition of this Peace Journalism award, honoring the legacy of the resistance heroine.

Youth, Sports, and Empowerment
December saw historic achievements by Timorese youth and a continued focus on inclusive growth.

Paralympic Gold: The President celebrated para-athlete Liliana da Silva, who won Timor-Leste’s first-ever gold medal (T37 400m) at the World Abilitysport Games in Thailand. The Bodybuilding Federation was also honored for securing bronze at the World Championship in Indonesia.
Peace-building through Public Art: Dili Municipality was awarded 1st place in a national public art competition designed to celebrate Timor-Leste’s ASEAN journey through visual storytelling in public spaces that organize by unit of art and culture Presidency of the Republic.
Education in Oé-Cusse: Responding to an emotional plea from students of EBC No. 9 de Setembro, the President committed to the immediate rehabilitation of their school, including the construction of dormitories and solar power systems.
Empowering Women with Disabilities: Through the Women’s Economic Empowerment Unit and ANZ Bank, 29 women with disabilities received business certificates and support to foster financial independence.

Strategic Governance and Economic Progress
As the year drew to a close, the President ensured the administrative and economic foundations for 2026 were secure.

Defense and Security (Dec 22): The Superior Council of Defense and Security met at the Palace to outline strategic guidelines for 2026, with the President thanking the people for maintaining a peaceful and harmonious environment.
State Budget 2026: The President was briefed by the President of the Parliament on the successful promulgation of the 2026 General State Budget, ensuring a stable transition into the new fiscal year.
Modernizing Commerce: The President inaugurated Diogo Moto Forte, Lda, the official Honda dealership in Dili, reflecting on his own youth riding Honda motorcycles and calling for the eventual establishment of a local assembly plant.
President’s 76th Birthday (Dec 29): Palace staff and “Biblioteca Infantil” students surprised the President with a celebration. He dedicated his birthday to the nation’s most vulnerable, reaffirming his commitment to the Nicolau Lobato Airport modernization and submarine fiber optic projects.

Looking Forward
December 2025 was a month of gratitude and transition. By celebrating the 50th anniversary of our struggle alongside the festive joy of the present, President J. Ramos-Horta reminded us that the resilience of our ancestors is the fuel for our future prosperity. As we step into 2026, the Presidency remains focused on three pillars: the full integration into the ASEAN family, the modernization of our national infrastructure, and the non-negotiable protection of our most vulnerable citizens. We enter the new year not just as a nation that survived, but as a nation that is thriving—ready to build a próspero, educated, and united Timor-Leste.

Dezembro de 2025 serviu como uma ponte profunda entre um ano de reflexão histórica e um futuro de renovada promessa. Foi um mês onde o espírito festivo do “Natal ho Povu” (Natal com o Povo) se entrelaçou com a solenidade do 50.º aniversário da invasão de 1975, lembrando à nação que a unidade é o fundamento da soberania. Desde a celebração do 76.º aniversário do Presidente J. Ramos-Horta até à conquista histórica do ouro atlético no palco mundial, a Presidência manteve-se como um centro de gravidade para o orgulho nacional e a compaixão social. Ao fechar do ano, o Presidente e o IX Governo Constitucional solidificaram planos estratégicos para 2026 — definindo prioridades de defesa, abrindo o primeiro Ano Judiciário formal e assumindo a presidência temporária da CPLP. A Equipa da Unidade de Comunicação Social da Presidência tem a honra de partilhar os destaques de um mês que celebrou o nosso povo, o nosso passado e o nosso caminho rumo a 2026.

O Espírito da Época: “Natal ho Povu” e Solidariedade Comunitária
A Presidência transformou a época festiva numa campanha nacional de compaixão, garantindo que as alegrias do Natal chegassem aos cantos mais remotos e vulneráveis de Timor-Leste.

Evento Principal Natal ho Povu (22 de dez): Numa celebração vibrante no Palácio Presidencial Nicolau Lobato, o Presidente e o Primeiro-Ministro Xanana Gusmão acolheram um festival familiar com atuações culturais, um documentário sobre o apoio rural e a distribuição de presentes a mais de 5.000 cidadãos, incluindo crianças, viúvas e pessoas com necessidades especiais.
Concurso Nacional de Presépios: Promovendo a criatividade cultural e a fé, o Palácio acolheu uma exposição de 90 presépios. O Presidente anunciou os vencedores, com o grupo “Fitun Naroman” (Categoria Adultos) e “Suca Lau” (Categoria Infantil) a conquistarem os primeiros lugares pelo uso de materiais tradicionais e reciclados.

Honrar a Herança: Dia dos Heróis Nacionais e o 50.º Aniversário da Invasão

Dia dos Heróis Nacionais (31 de dez): O Presidente Ramos-Horta liderou uma marcha solene do Palácio até à Rotunda Nicolau Lobato. Num discurso comovente, homenageou fundadores como Nicolau Lobato e Francisco Xavier do Amaral, declarando que a liberdade foi uma conquista árdua que deve agora ser protegida através da luta contra a pobreza e o analfabetismo.

Reforço de Laços com Portugal: Uma delegação de alto nível da Assembleia da República Portuguesa reuniu-se com o Presidente para reafirmar o apoio à adesão de Timor-Leste à ASEAN e à cooperação bilateral na justiça e educação.

Direitos Humanos, Justiça e Paz
No mês do Dia Internacional dos Direitos Humanos, a Presidência celebrou os indivíduos e instituições que servem como bússola moral da nação.

18.ª Edição do Prémio de Direitos Humanos Sérgio Vieira de Mello: O Presidente entregou prémios a seis ilustres vencedores, incluindo Isabel Galhos e a Associação Esperança Feto Deficiência, honrando a sua defesa incansável dos direitos civis, económicos e sociais.
Abertura do Ano Judiciário 2025: Pela primeira vez desde a restauração da independência, o Presidente abriu formalmente o Ano Judiciário, apelando à “necessidade urgente” de instalação do Supremo Tribunal de Justiça para consolidar o Estado de Direito Democrático.
Prémio Maria Gorrete Joaquim: A Presidência reafirmou o seu compromisso com a liberdade de imprensa na 5.ª edição deste prémio de Jornalismo de Paz, honrando o legado da heroína da resistência.

Juventude, Desporto e Capacitação
Dezembro testemunhou conquistas históricas da juventude timorense e um foco contínuo no crescimento inclusivo.

Ouro Paralímpico: O Presidente celebrou a para-atleta Liliana da Silva, que conquistou a primeira medalha de ouro de sempre para Timor-Leste (T37 400m) nos World Abilitysport Games na Tailândia. A Federação de Culturismo também foi homenageada pela medalha de bronze no Campeonato do Mundo na Indonésia.
Construção da Paz através da Arte Pública: O Município de Díli foi premiado com o 1.º lugar num concurso nacional de arte pública, desenhado para celebrar a jornada de Timor-Leste na ASEAN através de narrativas visuais em espaços públicos, organizado pela Unidade de Arte e Cultura da Presidência.
Educação em Oé-Cusse: Respondendo a um apelo emotivo de estudantes da EBC N.º 9 de Setembro, o Presidente comprometeu-se com a reabilitação imediata da escola, incluindo a construção de dormitórios e sistemas de energia solar.
Capacitação de Mulheres com Deficiência: Através da Unidade de Empoderamento Económico da Mulher e do Banco ANZ, 29 mulheres com deficiência receberam certificados de negócio e apoio para promover a independência financeira.

Governação Estratégica e Progresso Económico
Com o aproximar do fim do ano, o Presidente garantiu que as bases administrativas e económicas para 2026 estivessem seguras.

Defesa e Segurança (22 de dez): O Conselho Superior de Defesa e Segurança reuniu-se no Palácio para delinear as orientações estratégicas para 2026, com o Presidente a agradecer ao povo pela manutenção de um ambiente pacífico e harmonioso.
Orçamento do Estado 2026: O Presidente foi informado pela Presidente do Parlamento sobre a promulgação bem-sucedida do Orçamento Geral do Estado para 2026, garantindo uma transição estável para o novo ano fiscal.
Modernização do Comércio: O Presidente inaugurou a Diogo Moto Forte, Lda, o concessionário oficial da Honda em Díli, refletindo sobre a sua própria juventude a conduzir motos Honda e apelando à futura instalação de uma unidade de montagem local.
76.º Aniversário do Presidente (29 de dez): Funcionários do Palácio e alunos da “Biblioteca Infantil” surpreenderam o Presidente com uma celebração. Ele dedicou o seu aniversário aos mais vulneráveis da nação, reafirmando o compromisso com a modernização do Aeroporto Nicolau Lobato e os projetos de fibra ótica submarina.

Olhando para o Futuro
Dezembro de 2025 foi um mês de gratidão e transição. Ao celebrar o 50.º aniversário da nossa luta a par da alegria festiva do presente, o Presidente Ramos-Horta lembrou-nos de que a resiliência dos nossos antepassados é o combustível para a nossa prosperidade futura. Ao entrarmos em 2026, a Presidência mantém-se focada em três pilares: a integração plena na família da ASEAN, a modernização das nossas infraestruturas nacionais e a proteção inegociável dos nossos cidadãos mais vulneráveis. Entramos no novo ano não apenas como uma nação que sobreviveu, mas como uma nação que está a florescer — pronta para construir um Timor-Leste próspero, educado e unido.

Sorotan Dari Unit Layanan Komunikasi Sosial Kepresidenan Republik, Presiden J. Ramos-Horta

Desember 2025 menjadi jembatan mendalam antara tahun refleksi bersejarah dan masa depan dengan janji-janji baru. Ini adalah bulan di mana semangat meriah “Natal ho Povu” (Natal bersama Rakyat) jalin-menjalin dengan khidmatnya peringatan 50 tahun invasi 1975, mengingatkan bangsa bahwa persatuan adalah landasan kedaulatan. Mulai dari perayaan ulang tahun ke-76 Presiden J. Ramos-Horta hingga pencapaian bersejarah medali emas atletik di panggung dunia, Kepresidenan tetap menjadi pusat gravitasi bagi kebanggaan nasional dan kasih sayang sosial. Saat tahun berakhir, Presiden dan Pemerintah Konstitusional ke-IX memantapkan rencana strategis untuk tahun 2026 — menetapkan prioritas pertahanan, membuka Tahun Yudisial formal pertama, dan mengambil alih presidensi sementara CPLP. Tim Unit Layanan Komunikasi Sosial Kepresidenan merasa terhormat dapat membagikan poin-poin penting dari bulan yang merayakan rakyat kita, masa lalu kita, dan jalan kita menuju 2026.

Semangat Musim Ini: “Natal ho Povu” & Solidaritas Komunitas
Kepresidenan mengubah musim perayaan menjadi kampanye kasih sayang nasional, memastikan bahwa kegembiraan Natal menjangkau sudut-sudut Timor-Leste yang paling terpencil dan rentan.

Acara Utama Natal ho Povu (22 Des): Dalam perayaan meriah di Istana Kepresidenan Nicolau Lobato, Presiden bersama Perdana Menteri Xanana Gusmão mengadakan festival keluarga yang menampilkan pertunjukan budaya, dokumenter tentang layanan di daerah pedesaan, dan pembagian hadiah kepada lebih dari 5.000 warga, termasuk anak-anak, janda, dan penyandang disabilitas.
Lomba Kandang Natal (Presepio) Nasional: Mempromosikan kreativitas budaya dan iman, Istana menjadi tuan rumah pameran 90 diorama Natal. Presiden mengumumkan para pemenang, di mana grup “Fitun Naroman” (Kategori Dewasa) dan “Suca Lau” (Kategori Anak-anak) meraih juara pertama karena penggunaan bahan tradisional dan daur ulang.
Menjangkau Masyarakat Marjinal: Delegasi tingkat tinggi mengantarkan bingkisan “Natal ho Povu” kepada mereka yang tidak dapat hadir di Istana. Jangkauan ke Mali-ubu (Bobonaro): Kepresidenan mencapai desa perbatasan terpencil Mali-ubu, pusat strategis yang menghubungkan tiga kabupaten, menyediakan sembako dan berjanji untuk mengadvokasi perbaikan jalan dan listrik bagi wilayah tersebut.

Menghormati Warisan: Hari Pahlawan Nasional dan Peringatan 50 Tahun Invasi
Desember adalah waktu untuk refleksi sejarah yang mendalam saat bangsa memperingati 50 tahun sejak invasi 1975 dengan fokus pada persatuan dan rekonsiliasi.

Hari Pahlawan Nasional (31 Des): Presiden Ramos-Horta memimpin aksi jalan kaki khidmat dari Istana menuju Bundaran Nicolau Lobato. Dalam pidato yang menyentuh, beliau menghormati para pendiri bangsa seperti Nicolau Lobato dan Francisco Xavier do Amaral, menyatakan bahwa kemerdekaan adalah pencapaian yang diraih dengan susah payah yang kini harus dilindungi melalui perjuangan melawan kemiskinan dan buta huruf.
Refleksi Vatuboro/Loes (6-7 Des): Menandai yubileum emas invasi, Presiden mengadakan seminar di Loes bertajuk “Persatuan Nasional Menjamin Keberlanjutan Negara dan Bangsa.” Acara ini mengumpulkan para veteran perlawanan Perbatasan Utara untuk memastikan sejarah mereka diwariskan ke generasi berikutnya.
Repatriasi Jenazah Para Uskup: Dalam pertemuan bersejarah dengan Kardinal Virgílio do Carmo da Silva dan Konferensi Waligereja (CET), Presiden menetapkan rencana tahun 2026 untuk memulangkan jenazah Monsinyur Martinho da Costa Lopes serta Uskup Dom Jaime Garcia Goulart dan Dom José Joaquim Ribeiro dari Portugal.

Diplomasi Global dan Integrasi Regional
Kepresidenan terus memperkuat posisi internasional Timor-Leste, menyeimbangkan rasa syukur lokal dengan tanggung jawab regional.

Ordo Timor-Leste untuk Jepang: Presiden Ramos-Horta menganugerahkan penghargaan tertinggi bangsa, Collar of the Order of Timor-Leste, kepada Duta Besar Jepang KIMURA Tetsuya, mengakui layanannya yang luar biasa dalam meningkatkan hubungan bilateral menjadi “Kemitraan Komprehensif.”
Presidensi Sementara CPLP: Menyusul pertemuan dengan Menteri Luar Negeri mengenai krisis di Guinea-Bissau, Presiden setuju agar Timor-Leste mengambil alih presidensi sementara CPLP, mengonfirmasi kesiapannya untuk memimpin KTT virtual Kepala Negara guna memulihkan stabilitas.
ASEAN dan Diplomasi Perbatasan: Presiden menerima Duta Besar Indonesia untuk ASEAN dan Duta Besar untuk Timor-Leste, membahas integrasi strategis dan kemajuan negosiasi perbatasan di Yogyakarta, yang dijadwalkan selesai pada tahun 2024.
Memperkuat Hubungan dengan Portugal: Delegasi tingkat tinggi dari Majelis Republik Portugal bertemu dengan Presiden untuk menegaskan kembali dukungan bagi aksesi Timor-Leste ke ASEAN serta kerja sama bilateral di bidang hukum dan pendidikan.

Hak Asasi Manusia, Keadilan, dan Perdamaian
Pada bulan Hari Hak Asasi Manusia Internasional, Kepresidenan merayakan individu dan institusi yang berfungsi sebagai kompas moral bangsa.

Penghargaan HAM Sérgio Vieira de Mello ke-18: Presiden menyerahkan penghargaan kepada enam penerima terkemuka, termasuk Isabel Galhos dan Assosiasaun Esperansa Feto Difisiénsia, menghormati pembelaan tak kenal lelah mereka terhadap hak sipil, ekonomi, dan sosial.
Pembukaan Tahun Yudisial 2025: Untuk pertama kalinya sejak restorasi kemerdekaan, Presiden secara resmi membuka Tahun Yudisial, menyerukan “kebutuhan mendesak” untuk pembentukan Mahkamah Agung guna mengonsolidasikan Negara Hukum Demokratis.

Pemuda, Olahraga, dan Pemberdayaan
Desember menyaksikan pencapaian bersejarah pemuda Timor dan fokus berkelanjutan pada pertumbuhan inklusif.

Emas Paralimpiade: Presiden merayakan atlet para-atletik Liliana da Silva, yang memenangkan medali emas pertama bagi Timor-Leste (T37 400m) di World Abilitysport Games di Thailand. Federasi Binaraga juga dihormati atas raihan medali perunggu di Kejuaraan Dunia di Indonesia.
Membangun Perdamaian melalui Seni Publik: Munisipalitas Dili meraih juara 1 dalam lomba seni publik nasional yang dirancang untuk merayakan perjalanan ASEAN Timor-Leste melalui penceritaan visual di ruang publik, yang diselenggarakan oleh Unit Seni dan Budaya Kepresidenan.
Pendidikan di Oé-Cusse: Menanggapi permohonan emosional dari siswa EBC No. 9 de Setembro, Presiden berkomitmen untuk segera merehabilitasi sekolah mereka, termasuk pembangunan asrama dan sistem tenaga surya.
Memberdayakan Perempuan Penyandang Disabilitas: Melalui Unit Pemberdayaan Ekonomi Perempuan dan Bank ANZ, 29 perempuan penyandang disabilitas menerima sertifikat bisnis dan dukungan untuk mendorong kemandirian finansial.

Tata Kelola Strategis dan Kemajuan Ekonomi
Menjelang akhir tahun, Presiden memastikan landasan administratif dan ekonomi untuk tahun 2026 telah aman.

Pertahanan dan Keamanan (22 Des): Dewan Superior Pertahanan dan Keamanan bertemu di Istana untuk menyusun panduan strategis tahun 2026, di mana Presiden berterima kasih kepada rakyat karena telah menjaga lingkungan yang damai dan harmonis.
Anggaran Negara 2026: Presiden menerima laporan dari Ketua Parlemen mengenai keberhasilan promulgasi Anggaran Umum Negara 2026, memastikan transisi yang stabil ke tahun fiskal baru.
Modernisasi Perdagangan: Presiden meresmikan Diogo Moto Forte, Lda, dealer resmi Honda di Dili, mengenang masa mudanya saat mengendarai motor Honda dan menyerukan pembentukan pabrik perakitan lokal di masa mendatang.
Ulang Tahun ke-76 Presiden (29 Des): Staf Istana dan siswa “Biblioteca Infantil” memberi kejutan perayaan kepada Presiden.
