July 2025 has been a historic and dynamic month for Timor-Leste, marked by monumental strides in international diplomacy, vibrant cultural and sporting celebrations, and a profound commitment to our most vulnerable communities. The Media and Communications Team of the Presidency is pleased to share with you the highlights of President Ramos-Horta’s activities and the nation’s collective journey toward becoming a more prosperous, integrated, and compassionate member of the global community.

International Diplomacy and Regional Integration:

  • Historic ASEAN Accession Confirmed
    The most significant diplomatic milestone of the month was the official confirmation that Timor-Leste’s full accession ceremony to the Association of Southeast Asian Nations (ASEAN) is scheduled for October 26th in Kuala Lumpur, Malaysia. This marks the culmination of over a decade of dedicated political and diplomatic efforts. President Ramos-Horta received this update from the Minister of Foreign Affairs and Cooperation, Bendito dos Santos Freitas, and noted that fellow ASEAN nations have pledged “maximum support” for our integration.
  • Strengthening Global Partnerships
    July was a month of intensive diplomatic engagement, reinforcing Timor-Leste’s global presence:
  • CPLP Summit in Guinea-Bissau (July 14-20): President Ramos-Horta participated in the XV Conference of Heads of State of the Community of Portuguese-Speaking Countries (CPLP), where he championed food sovereignty and called for greater global equity. During the visit, he was honored with Guinea-Bissau’s highest national distinction, the Amílcar Cabral Medal, in recognition of his lifelong contributions to peace and self-determination.
  • Academic Diplomacy in Indonesia (July 30-31): The President embarked on a working visit to Indonesia, delivering a keynote address at Gadjah Mada University (UGM) on community-centered leadership and peacebuilding. This visit strengthened academic and bilateral ties, positioning UGM as a hub for strategic dialogue.
  • Deepening Ties with Key Allies: The President held crucial meetings with high-level delegations from Japan, Australia’s Northern Territory, Malaysia, and Vietnam, securing continued support for our ASEAN accession and deepening cooperation in economic development, security, and people-to-people exchanges.

Domestic Governance and Rule of Law:

  • Launch of Tetum Civil Code
    In a magnificent milestone for our justice system, President Ramos-Horta launched the official Tetum translation of the Civil Code of Timor-Leste. He hailed the initiative as a historic step toward making justice more accessible, transparent, and democratic for all citizens, as it allows the law to be understood in the language of the people.
  • Strategic National Planning
    Regular meetings between President Ramos-Horta and Prime Minister Kay Rala Xanana Gusmão focused on national priorities, including a comprehensive review of the State Budget scheduled for August and the development of a National Action Plan for the Blue Economy. These consultations ensure a coordinated approach to fiscal responsibility and sustainable development.

Social Welfare and Community Support:

Presidential Outreach to Vulnerable Families
The Presidency’s commitment to “leave no one behind” was demonstrated through numerous direct aid initiatives across the country:

  • Housing for the Most Vulnerable: A new home was delivered to widow Anita Olo-Lesu in Bobonaro, and immediate support was ordered for Grandmother Maria, a 63-year-old woman living in a cave in Baucau, with a promise to build her a dignified house.
  • Emergency Aid: The Presidency provided essential aid packages to families affected by fires in Bobonaro and Maubisse, flood victims in Manatuto, and other disadvantaged communities and persons with disabilities in Aileu and Dili.
  • Open Palace Philosophy: The Presidential Palace continued its “Open Palace” policy, welcoming hundreds of local and international visitors and reinforcing its role as a space for community engagement and cultural diplomacy.

Celebrating Culture, Sports, and Youth:

  • Successful Hosting of XII CPLP Games and Fitun Fest
    Timor-Leste proudly hosted two major international events this month:
  • XII CPLP Games (July 20-26): For the first time, Timor-Leste hosted the Sports Games of the Community of Portuguese Language Countries. The successful event, which brought together young athletes from across the Lusophone world, concluded with a vibrant closing ceremony presided over by President Ramos-Horta.
  • FITUN FEST 2025: Held alongside the CPLP Games, this unique international festival celebrated Timor-Leste’s cultural richness and Lusophone heritage under the theme “Return to Origins,” featuring traditional blessings, culinary showcases, and live music at the Presidential Palace.
  • Promoting Youth and Sports Development
    The President announced the upcoming Dili International Marathon and the revival of the Rabilau Festival, reinforcing his commitment to using sports and culture as tools for national unity. He also proposed a partnership with the Salesian Sisters to create an empowerment center for vulnerable young women.

Economic Development and Strategic Partnerships:

Attracting International Investment
The President held several key meetings to advance Timor-Leste’s economic diversification:

  • Woodside Energy: Reaffirmed support for the Timor LNG development project on the South Coast.
  • Tsuneishi Shipbuilding (Japan): Highlighted the project’s progress, including the hiring of 37 Timorese engineering graduates and providing specialized training for Timorese workers in Japan.
  • Omani Consortium: Discussed potential large-scale investments in urban development and a nationwide pharmacy chain.
  • ANZ Bank: Welcomed the bank’s long-term commitment to Timor-Leste’s economic growth and its financial literacy programs.

Recognition and Awards:

Honoring Diplomatic Excellence
President Ramos-Horta bestowed the prestigious Collar of the Order of Timor-Leste upon two distinguished diplomats for their exceptional contributions to the nation:

  • Mr. Marc Friedrich, Ambassador of the European Union to Timor-Leste
  • Mrs. Maria Manuela Freitas Bairos, Ambassador of Portugal to Timor-Leste
    The President also awarded the Medal of the Order of Timor-Leste to Prof. Dr. Ikhfan Haris, Director of the Indonesian Cultural Center, for fostering friendship and educational cooperation.

Honoring Our History:

Commemorating the 50th Anniversary of FALINTIL
In preparation for the upcoming 50th anniversary of FALINTIL, a presidential team conducted site visits to Binani, the location of President Nicolau Lobato’s last stand, and the former residence of Proclaimer Francisco Xavier do Amaral in Turiscai. These preparations ensure a fitting tribute to the immense sacrifices of our liberation generation.

Looking Forward:
July 2025 will be remembered as a month of historic achievements and renewed purpose. The confirmation of our ASEAN accession date sets a clear course for our regional integration, while the successful hosting of international events has showcased our nation’s capacity and spirit to the world. Our unwavering focus on social welfare continues to translate compassion into concrete action.
