PRESIDENT J. RAMOS-HORTA APPOINTS NEW DEPUTY CHIEF OF THE CASA MILITAR

The Presidency of the Republic today announced the appointment of a new Deputy Chief of the Casa Militar, marking a significant transition within the presidency’s key security and support structure.
President and Nobel Peace Laureate, J. Ramos-Horta, has appointed Assistant Superintendent Ms. Leonela do Rosário Martins to serve as Deputy Chief of the Casa Militar, succeeding Assistant Superintendent Mr. Luís Soares Barreto. The appointed was formalized by Decree of the President of the Republic No. 96/2026.
Ms. Leonela brings over two decades of service in the National Police of Timor-Leste (PNTL) to her new role. She joined the PNTL in 2001 and has gained extensive experience as an Auditor in the PNTL General Inspection. Most recently, she served as Deputy Commander of Ainaro Municipality before transitioning to her new role as Deputy Chief of the Casa Militar.
Reflecting on the transition, President J. Ramos-Horta stated: “I am deeply grateful to Assistant Superintendent Luís Soares Barreto for his unwavering dedication and professionalism. At the same time, I warmly welcome Assistant Superintendent Leonela do Rosário Martins, whose proven integrity and operational experience will strengthen the Casa Militar as we continue to serve the nation with excellence.”
The presidency looks forward to strengthening its operational and advisory capacities for the remainder of the current administration. Ms. Leonela is expected to bring fresh leadership and institutional memory to the Casa Militar, ensuring continued service and professionalism in the President’s immediate support structure.
